Housing Programs

AppCAA has multiple options available regarding housing-related issues within our service area. The largest of these is our weatherization program which helps bring homes up to EnergyStar standards. We also have an indoor plumbing and rehabilitation program that can install or fix indoor plumbing. We can also provide minor house repairs through WDR funding which is not always available. These funds are used to help bring homes up to weatherization standards.

Weatherization Assistance Program

The Weatherization Assistance Program reduces the cost of heating and cooling homes by improving their energy efficiency. This program helps families save money and makes their homes safer for habitation during extreme hot or cold weather entirely for FREE.

Common WAP services include

  • Air sealing
  • Wall and attic insulation
  • Duct sealing
  • Appliance repair/replacement
  • Carbon monoxide testing

Participants with AEP can qualify for additional FREE services. Residents of Dickenson County are eligible to apply for this program along with residents of our normal service area.

Emergency Services — Utility Payments

Residents who have received a shut-off notice from the electric company are sometimes eligible for payment assistance on the bill to avoid interruption of the service if funding is available. AppCAA offers counseling and guidance along with payment support for utilities and other recurring costs.

Neighbor to Neighbor

The Neighbor to Neighbor Program lends a hand to those who are experiencing financial hardships and need help to get back on their feet. Administered by Dollar Energy Fund, the program provides eligible customers with a utility assistance grant applied directly to their bill. This program currently serves American Electric Power and Old Dominion Power customers ONLY.

Indoor Plumbing & Rehabilitation

This program provides installations and renovations of indoor plumbing to homes that do not have indoor plumbing or have inoperable indoor plumbing. Residents of Scott, Dickenson, Wise Counties and the City of Norton are eligible for this service. Indoor Plumbing Rehabilitation is a loan-based program. It is based on a 10-year loan with zero interest. The amount the client will pay back on a monthly schedule is based on the ability to pay. The rest of the monthly payment is forgiven as long as the homeowner pay the predetermined payment.
